Introduction and Responsibilities

Purpose:

It is the duty of the Board of Directors (“Board) of the Sawmill Village 1 Condominium Association
(“Association”) to establish and enforce Rules and Guidelines in accordance with the Association’s Declarations
and By-Laws.

The purpose of the Rules and Guidelines is to ensure that all residents have the benefits of living in a well-managed community. By supporting and adhering to these Rules and Guidelines, you will continue to enjoy a high standard of living in addition to an increased value of your home.

The Rules and Guidelines will provide each Unit Owner (“Owner”) with the information necessary to understand
and abide by the Rules and Guidelines.

Responsibilities:

It is the responsibility of each Owner to maintain his/her Unit in a manner satisfactory to the Association in a safe,
clean, and sanitary condition, in good order and repair according to the standards in these Rules and Guidelines.

All questions or concerns are to be sent to the Board in writing.

A. Trash, Garbage, and Recycling Disposal

  1. General:
    1. Trash days are Tuesday and Friday. Trash may not be put out before 4 p.m. the night before. You must place all trash into securely tied plastic trash bags. Please, do not use supermarket bags as trash bags. If the object is too large to fit inside a trash bag, you must make sure it is disposed in a secure and safe manner. No trash containers are allowed, with the exception of recycling containers.
    2. Holiday trash pickup schedule: All regular collection of trash/and or recycling is delayed by one day for the ENTIRE week in observance of major National Holidays. That means, Tuesday trash/recycle will be picked up on Wednesday and Friday trash will be picked up on Saturday. Call Envirogreen: 215-343-1662 with questions or concerns.
    3. Disposing of trash, litter, or any type of debris onto the Common Grounds is not permitted. This includes, but is not limited to, cigarette butts.
    4. Residents are responsible for their own trash. If a Resident’s trash is blown around the neighborhood, they are responsible for cleaning it up.
    5. Residents are allowed one bulk pick-up per home per month. You must contact the trash company to schedule a bulk pick-up. Envirogreen: 215-343-1662.
  2. Recycling:
    1. Recycling is on Tuesday only and can be put out with your regular trash the night before. Horsham recycling requires that newspaper, plastic, aluminum cans, and clear glass is recycled.
    2. Recycling items must be distinguishable from regular trash by placing them in a separate location (approximately four or five feet from the regular trash) in “clear” or “see through” plastic trash bags, your own marked container, or a recycle bin. Residents may mark “Recycle” on their clear plastic trash bags. Do not leave a recycle bin or your own marked container on the curb or stored on the Common Grounds between pick-ups.
  3. Items that the Trash Removal Company Will Not Pick Up:
    Our trash removal company will not pick up hazardous waste items such as the following:
    1. Gasoline, oil, kerosene, turpentine, paint thinner, oil paint, stains, varnish, pool chemicals, herbicides, pesticides, antifreeze, caustic cleaners and solvents, mercury, thermometers, flares, fire extinguishers, lead acid batteries, rechargeable batteries, fluorescent tube light bulbs, and CFL bulbs, electronic components, appliances, asbestos, explosives, ammunition, medical waste, radioactive waste, smoke detectors, items containing Freon, tires, kitchen appliances, such as microwaves and refrigerators, propane or helium tanks. Prescription Medications should be disposed of in the secure drop boxes located in many area police stations.
    2. Alkaline household batteries are not hazardous and should be thrown in the trash. Latex paint is not hazardous and can be placed in the trash once it is dry. Air dry latex paint or add absorbent material like kitty litter until paint becomes a solid.

  4. Any violator will receive an immediate $100 fine for each incident reported. No warning is required.

B. Pets – Animals

  1. Your dog and/or cat must be kept on a leash while outdoors.
  2. Dog or cat owners are responsible for immediately cleaning up any fecal matter left by their pets anywhere in the community. Since dog urine kills grass, please avoid areas directly in front of a unit. The Association has large common lawn areas that may be used for walking your dog. Pet owners are totally responsible for cleaning up after their pets’ waste disposal bags, pet toys, etc. Additionally, the Horsham Township Ordinance No. 133 requires that you clean up any fecal matter left by your pet ($300 fine).
  3. No animals shall be bred in any part of the Condominium property. No exotic animals are permitted. A maximum of three domestic pets are permitted per unit.
  4. Pet owners are totally responsible for ensuring their pet does not cause a nuisance to any other resident. This includes excessive barking of dogs. The Board has the right to require that an animal be removed from the Community if it proves to be a nuisance.
  5. No animals are to be tethered outside.
  6. Please, do not place food on common grounds for outdoor animals.
  7. Any violator will receive an immediate $100 fine for each incident reported. No warning is required.

C. Automobiles, Motor Vehicles, and Parking

  1. Vehicle Restrictions:
    1. All vehicles shall be maintained in proper operating condition. No Owner or resident shall store, or permit to be stored, any inoperable, unregistered, and/or expired vehicle inspection sticker on the property.
    2. No Owner or resident shall: Park, store, or keep on the property any commercial type vehicles, any vehicle over 1-ton capacity, any vehicle with visible equipment or lettering, taxis, limousines, dump trucks, cement mixer trucks, oil or gas trucks, delivery trucks, any recreational vehicle, motorcycles, motor scooters, boats, RV’s, boat trailers, any type of hauling equipment, other vehicular equipment, mobile or otherwise, deemed to be a nuisance to the community.
    3. The above shall not include trucks up to and including one-ton capacity pickup trucks when used for personal, non-commercial transportation and subject to approval by the Board.
    4. Residents are responsible for any damage done to the parking lot from vehicles leaking fluids.
  2. Vehicle Parking:
    1. Reserved parking spaces have been assigned for certain portions of the community with designated painted unit numbers. Due to limited available space, two reserved parking spaces are assigned to Buildings E, F, and G.
    2. Visitor parking is available at any unnumbered parking space. Residents are responsible for directing all visitors and contractors to these visitor parking locations.
    3. As stated above, unnumbered parking spaces are visitor parking and ANYONE can park on those locations. Residents should NOT take ownership of ANY unnumbered parking spaces.
    4. Parking next to any curb painted yellow, parallel island, or parallel vehicle parking is prohibited.
    5. Any car parked on yellow line NO PARKING areas will be towed at the Owner’s expense.
    6. When you park your car, make sure you are not obstructing any part of the sidewalk.
    7. Vehicle repair or maintenance is not permitted in the community. Charging a car battery or changing a flat tire, or topping off fluids are the only circumstances that are permitted.

Any violator will receive an immediate $100 fine for each incident reported. No warning is required.

D. Nuisances

  1. No nuisances shall be allowed on the property nor shall any use or practice be allowed which annoys residents or which interferes with peaceful possession or proper use of the property by residents.

E. Signage

  1. Signage, of any kind (“For Sale,” “For Rent,” “Insurance”, etc.) is not allowed on the Common Grounds or anywhere that can be seen from the Common Grounds. This includes, but is not limited to home windows, car windows, lawn, mailboxes. The only exception is for “Open House” signs permitted on Saturday and Sunday from 11:00 A.M. to 4:00 P.M.

F. House Numbers

  1. Owners are responsible for assuring that house numbers are visible. The number on doors must be black and each number should be approximately 2-1/2 inches high and 1-1/2 inches wide.

G. Common Grounds/Common Elements

  1. Common Grounds/elements include all grass outside of entrance door, patio fences/walls, as well as all
    sidewalks, parking lots, and the pool area. Any part of the building (roof, siding, brick, soffit, gutter,
    etc.) is also considered common element.
  2. Since the common grounds are the responsibility of the Association, NO PLANTING of any kind is allowed without previous approval from the Board. The Board reserves the right to prohibit the planting of flowers and/or shrubs that do not meet the standards of the Association. The maintenance of any planting done by the home Owner, even if approved by the Board, is the responsibility of the home Owner.
  3. No object, of any kind, is to be stored or kept overnight on common grounds. This includes, but is not limited to: chairs – toys – recycle bins.
  4. As per the Association’s Declaration and By-Laws, Owners are prohibited to make any changes to any part of the common grounds/common elements.
  5. Installation of any type of object on common grounds/common elements is prohibited. This includes, but is not limited to, security cameras. It is the Owner’s responsibility to pay for the removal and the repair of any damage caused by the installation of any object on common grounds/common elements (siding, brick, soffit, etc.).
  6. It is the Owner’s responsibility to make sure all cable wires are properly installed and concealed. That means, no wire should be hanging outside any part of the building.
  7. No bicycling is permitted across any of the lawns.
  8. No rollerblading or skateboarding is allowed on, or across, any of the Common Grounds.
  9. No parties are permitted on Common Grounds.

H. Limited Common Elements

  1. Decks, patios, and balconies are considered limited common elements.
  2. Limited common elements are not to be used as storage space.
  3. Limited common elements must be kept cleaned and in order.
  4. It is the Owners’ responsibility to assure that fences, decks, balconies, patios, and brick walls are repaired as needed.
  5. It is the Owners’ responsibility to maintain brick walls on a regular basis by cleaning to remove any dirt or mildew that has accumulated; as well as any repair of the bricks or mortar.
  6. It is the Owners’ responsibility to maintain fences and balconies on a regular basis with the Association’s approved stain/paint color, BEHR #ST-117 Russet Semi-Transparent Weather Proofing. This is sold at Home Depot. If you wish to use another brand or a solid stain, that would be acceptable; however, the color must be an exact match to the Association’s approved stain.
  7. All Outdoor furniture must be kept on a balcony, deck, or patio. Outdoor furniture, equipment, or objects of any kind cannot be left on common grounds.
  8. Items of clothing, towels, rugs, or any other textile, etc., hanging over fences, balconies, and brick walls or anywhere on the property are prohibited. No apparatus for hanging clothes outside is permitted. No hanging hooks are allowed.
  9. No plant hooks are permitted to be installed on the outside of your deck, fence, or brick wall. That means, no flower baskets are permitted to hang from the outside of your deck. You may use planter boxes. It is the responsibility of the Owner to make sure the planter box is properly and securely installed. No artificial plants/flowers please.
  10. No more than 1/4 cord of firewood is to be stored on your balcony. You may store a full cord on your patio. No truck delivery over the curbing or lawns is permitted.

I. Doors and Entrances

  1. Caution and common sense must be exercised when using your grill. They are to be kept away from the fences, siding and building walls. Any flammable items such as fire pits, tiki lamps, etc., are not permitted. No grill is to be used or stored on common grounds.
  2. The Association’s approved storm doors must be full view, single panel glass storm doors or triple track full-view self-storing doors. The top, bottom, and side frames cannot exceed four inches in width. No scalloped edges or jalousie windows are permitted. The color must be white. Request for approval must be sent before installation.
  3. The Owner is responsible for maintaining their storm door in good condition; cleaning, painting, or replacing their storm door in order to preserve a proper appearance. All storm doors must have operable closers so the storm door stays closed at all times.
  4. The entrance to the Owner’s unit must be kept clean and orderly.

J. Grills

  1. Caution and common sense must be exercised when using your grill. They are to be kept away from the fences, siding and building walls. Any flammable items such as fire pits, tiki lamps, etc., are not permitted. No grill is to be used or stored on common grounds.

K. Outdoor Improvements

  1. Any outside improvements, such as storm doors, windows, fences, decks, patios, etc., must be approved by the Board in writing before work can begin. All requests for approval will need to be made on the Improvement Request Form. This Form can be obtained through the Association’s management office, 215-942-6621.

L. Dryer Vent, Fireplace Cleaning, and AC Units

  1. Owners are required to have their dryer vent and fireplace cleaned every two years. A confirmation that this has been done must be sent to the Association. All vents must have the pest guard cover. Bird nest inside the vent is a fire hazard. Owners are responsible for the maintenance of the vents and covers. Owners are
    responsible for the maintenance and inspection of their AC units. That includes checking the opening where the coolant/refrigerant lines go into the wall of the building and making sure there is no gap that would allow water and or small animals to enter the area.

M. Speed Limit

  1. Residents must observe a speed limit of 15 mph throughout our community.

N. Insurance

  1. Owners are required to obtain and maintain insurance on their Units, which shall include coverage for damages or destruction by fires and other casualty, and liability coverage for the inside of their unit. Please contact your insurance provider to discuss your coverage. Proof of insurance must be sent to Continental Property Management. Thank you to the Owners that have already provided the information.

O. Sale of Units

  1. In the event of any sale, transfer, or lease of a unit, the Owner must give a minimum of thirty days prior written notice thereof to the Association.

P. Leasing of Units

  1. General
    1. An Owner must submit a copy of any new lease to the Management Company within five business days of signing.
    2. As of January 2022, a $400 annual fee is due from any Owner who rents his/her unit. This fee is due January 1st each year and subject to late charges if not paid by January 15th.
    3. If a first time lease is entered into during a calendar year due to tenant change, a fee will be pro-rated based on the new lease term date. The fee is subject to change.
  2. Lease Addendum
    Owner must return the following addendum within ten days of executing a lease.
    1. Per the Association’s Declaration, an Owner is permitted to lease their unit for an initial minimum term of six months. 
    2. All lease renewals must be approved by the Board. Owners must provide the Board with notice of a lease renewal a minimum of thirty days prior to renewal date.
    3. Tenants must abide by the Association’s Declaration, By-Laws, and Rules and Guidelines.
    4. It is the Owners’ responsibility to provide a copy of the Rules and Guidelines to their tenants.
    5. If tenants continue to violate the Association’s Declaration, By-laws, and/or Rules and Guidelines, Owners will not be permitted to renew leases. Owners are subject to fines for violations committed by lessees.
    6. Owners and lessees must sign a form indicating agreement with the lease addendum.

Q. Tenants, Guests, and Contractors

  1. Each Owner is charged with the responsibility of directing tenants, guests, and/or contractors to comply with the Association’s Rules and Guidelines and is responsible for their compliance. The Owner will be responsible for any damages, fees, costs, fines and penalties incurred as a result of their failure to comply.

R. Violation Procedures

  1. Violations of any Rules or Guidelines stated here or in the Condominium documents will result in a warning from the Board via letter. The Owner will be allowed ten days to comply fully with the violated Rule after which time the Owner will be fined $50 per violation.
  2. The continuance of a violated Rule will result in a fine. Repeated offenses will result in additional fines that shall accrue until the full compliance of the Rule occurs. Such amount will be at the discretion of the Board.
  3. Violations of Trash, Pet Waste, and Parking Policies will warrant an immediate $100 fine with no warning.
  4. All fines are payable to Sawmill Village 1 and mailed to the Association at 501 W. Office Center Dr. Suite 220

  5. Anyone not living in accordance with the Rules and Guidelines of the Association, or have unpaid Condominium Fees, and/or have Fines, or Judgments levied against their property, are not permitted to run for the Board.
